Personal friend of AMLO’s son conducts million-dollar businesses in Dos Bocas (with a liitle help from his friends…)

Jorge Amílcar Olán Aparicio , a pesonal friend of Andy López Beltrán (AMLO’s son), who received contracts for more than 490 million pesos with the Morena governments of Quintana Roo and Tabasco for the sale of medicines, bought an 18-hectare plot of land in just one million pesos in Paraíso, Tabasco, which is currently rented by ICA Fluor, one of the main contractors in the construction of the Dos Bocas Refinery. 

According to the deed obtained by Mexicans Against Corruption and Impunity (MCCI), Amílcar Olán acquired the 180 thousand square meter land – located just six kilometers from the Dos Bocas Refinery – on December 7, 2018, six days after the government of President López Obrador began.

Two days later, on December 9, the president laid the first stone of the refinery in an event that was broadcast on the social networks of the Presidency of the Republic.

The property owned by Amílcar Olán is large enough to house three capital bases, the workshop of Section 1 of the Maya Train that is being built in Escárcega or the two warehouses of the Superpharmacy that Birmex will operate to allegedly solve the shortage of medicines in the country.

In the same area, a huge plot of 100 thousand square meters with similar characteristics can sell for up to 120 million pesos, with an average cost of one thousand two hundred pesos per square meter. But in contrast, Amílcar Olán bought his 180 thousand square meter property for only one million pesos, paying less than six pesos per square meter. 

According to the deed, the commercial appraisal of the land was carried out by engineer Agustín Somellera Pulido, an expert appraiser registered with the Commission of the State Registry of Appraisers of Tabasco (COREVAT).

During a visit to the site, Mexicans Against Corruption and Impunity (MCCI) was able to verify that the land is currently occupied by the company ICA Fluor to store industrial machinery, dumpsters and tankers that are used in the construction of the Dos Bocas Refinery.

In November 2022, the Secretariat of Territorial Planning and Public Works of Tabasco (SOTOP) established after an inspection visit that the property served as a storage area for industrial pipes and a provisional camp for the company ICA Fluor, which had “ quality of tenant.”

ICA Fluor has signed four contracts with PTI Infraestructura de Desarrollo, a Pemex subsidiary in charge of the construction of the Dos Bocas Refinery. 

Two of them were to carry out the development, complementary engineering, construction, testing and start-up of package 1, which includes the combined plant and the refinery’s delayed coking plant.

The other two contracts awarded to ICA Fluor were to carry out the development and deep foundations of package 4B, which includes the gas, sulfur and hydrogen treatment and recovery plants, as well as the exhaust system and the refinery’s electrical distribution network.

The exact amount of the contracts that ICA Fluor has received is impossible to know, since PTI Development Infrastructure censored all the amounts on the portal that it has available for public consultation. 

However, reports from the Superior Audit of the Federation and requests for information made by Mexicans Against Corruption and Impunity (MCCI) reveal that, from July 2020 to June 2023, ICA Fluor received payments of at least 14 billion pesos as part of the works it carries out in the Dos Bocas Refinery.

The land: from a Pemex subcontractor

Andy López Beltrán’s close friend, Jorge Amílcar Olán Aparicio, bought the 180 thousand square meter land for one million pesos from Salvador Juárez López, who is the owner of Transportadora Nicole, a company established in 2018 that during this six-year term has become a successful subcontractor among Pemex suppliers such as Baker Hughes, Schlumberger and GSM Bronco.

According to its articles of incorporation and its social networks, Transportadora Nicole is dedicated to the transportation of hazardous waste and has operating contracts that allow it to provide services in ports such as Dos Bocas, Progreso, Ciudad del Carmen and Coatzacoalcos. 

Despite being a young company, Transportadora Nicole already has a fleet of more than 70 trucks equipped with tankers and articulated arms. On his Instagram account, the company boasts of participating in work in oil fields like Quesqui and other sites such as Tupilco and Sunuapa. 

Its units even have signs where you can read that the company provides its services to Pemex contractors that have contracts at the Dos Bocas Refinery, such as Baker Hughes and Schlumberger. 

Mexicans Against Corruption and Impunity (MCCI) contacted Salvador Juárez López and Amílcar Olán to obtain their position, but until the publication of this report did not receive a response.


Amílcar Olán’s company, Romedic has been benefited from INSABI resources

As Mexicans Against Corruption and Impunity (MCCI) revealed last week, Amílcar Olán’s company, Romedic, received contracts for more than 490 million pesos from the Morenoist governments of Tabasco and Quintana Roo between 2020 and 2022 to supply medicines and medical supplies.

The resources used to hire Romedic came from the defunct Health Institute for Wellbeing (INSABI), a department with which both states had signed resource transfer agreements.

The first contract, worth 61 million pesos to supply medical supplies such as syringes and surgical caps, was assigned directly by the government of Adán Augusto López in May 2020, just four months after the incorporation of Amílcar Olán’s company.

Three months after Mara Lezama took office as governor of Quintana Roo, her administration awarded a contract for 274 million pesos to Romedic for the purchase of medicines.

Six days before the signing of the contract with the government of Quintana Roo, the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS) included Romedic on the list of distributors of medicines that do not comply with health regulations. 

Romedic has its address at Avenida Universidad 238 in Villahermosa, Tabasco, a place where there is only a tile store and a gas station. 

Amílcar Olán not only maintains a friendly relationship with Andy López Beltrán, he also has business relations with César Mauricio Calderón Alipi, brother of Alejandro Antonio Calderón Alipi, current director of the IMSS Bienestar and former coordinator of Medication Supply at INSABI , the agency from which they came the federal resources that benefited him.
