At least 10 landowners around the tracks and station of San Francisco Campeche around the Tren Maya demonstrated at the offices of the National Fund for Tourism Promotion (Fonatur) over the land expropriation debt, other damages to the land, rent due to federal occupation, and damage due to complementary works, which have not been carried out for two years. Enrique Perales, one of those affected, highlighted that the Fonatur office in Campeche just received the complaints does not resolve the matter.
“Not only have they not paid us for the expropriation of the lands through which the federal project passes and which ranges from at least two hectares per affected person, but they also owe us the concepts of payment for damages to third parties, complementary works and the rent of the previous six months to the land expropriation ruling, we cannot give exact amounts, because in three years there were at least four different appraisals,” they highlighted.
The person in charge of the land appraisal, as well as the damages from complementary works, was the Institute of Administration and Appraisals of National Assets (Indaabin). According to the complainants, they received appraisal documents, but not a specific response regarding their payments. The federal government was inclined to make the minimum payments to those affected, but they did not want to pay them even three years after the process began.
In the situation of Campeche, those affected point out that they have attended the offices of Fonatur and the Secretariat of Agrarian, Territorial and Urban Development (Sedatu) on several occasions to follow up on their payment process, but both organizations act as if it were not it is important to resolve this issue with the owners of the lands where the San Francisco Campeche terminal of the Tren Maya is today, as well as where the tracks that arrive from Tabasco and those that go to Teya in Mérida pass.
They stressed that they will continue to press, since the expropriation ruling was published in the Official Gazette of the Federation (DOF) in November of last year, highlighting that the payment had to be made in the following 45 calendar days, ending in January of this 2024 but the payment has not been given. Four months have already passed since they should have received the money for the damages caused by the Tren Maya and no authority has resolved the protesters’ complaint.
