A case of animal abuse takes place in broad daylight and is caught on video in the middle of the public road, what are the authorities going to do about it?
After a video was released on social networks about a buggy horse being whipped by its owner, the Mérida City Council received the case, began an investigation, and sent the report to the Animal Protection Unit (UPA) of the Directorate of the Municipal Police.

On this issue, the Wildlife Protection Regulation establishes that the Animal Surveillance Brigades, Park Rangers, or the Municipal Police have the power to investigate and collect data to identify the offending person, to issue a detailed report to the Civic Judge to determine the sanction as established in Article 50.
Finally, the City Council will work to guarantee the protection of urban fauna, and in cases where the animal’s life is at serious and imminent risk, the Municipality will intervene to provide the necessary measures to ensure the well-being of the animals.
