Representatives approve Judicial Reform in general and particular, now it will go to the Senate

Morena and allies endorsed the judicial reform in general and particular after more than 17 hours of session in an alternate venue.

The judicial reform was approved in particular and general by representatives of Morena and their allies from the Labor Party (PT), and the Green Party (PVEM), thus completing the first step of the legislative process of the initiative, after discussing the reservations to the opinion this morning, September 4, 2024, which will now go to the Senate for analysis and approval in the first half of September.

At the alternate venue in the Magdalena Mixhuca Sports City, in the Iztacalco district of Mexico City, due to protests in the Chamber of Representatives and the blocking of access, Morena legislators, who have a majority, supported the opinion that proposes the election of judges, magistrates, and ministers through popular vote. Meanwhile, opposition legislators from the PRI, PAN, and Movimiento Ciudadano expressed their opposition to the reform and reflected this in their votes both in general and in particular.

The PRI political party considered that the judicial reform is a “political revenge” against “a power that has fulfilled its duty to ensure respect for the Constitution” and affirmed that it will not resolve the “major pending issues” in terms of justice that the country faces.

After more than 17 hours of debate and in a single session, which began on Tuesday, September 3 at 4:00 p.m., in the alternate headquarters in Iztacalco, the initiative sent by President Andrés Manuel López Obrador passed the first step by being approved in the Chamber of Deputies and will now continue its legislative process in the Senate.

In general, the judicial reform was approved with 359 votes in favor, 135 against from the opposition and there were no abstentions.

The judicial reform initiative promoted by President Andrés Manuel López Obrador and sent to Congress establishes the following:

  • Election by popular vote of judges, magistrates, and ministers of the Court; the INE will be in charge of the process.
  • Reduction to nine the ministers of the Court; they will remain in office for 12 years.
  • A maximum period of six months is established for authorities to issue sentences.
  • The Judicial Disciplinary Tribunal is empowered to investigate and sanction public servants who violate the law.
