Attorney General´s Office of the Republic prepares an investigation folder against authorities of the Yucatán Attorney General’s Office for falsifying opinions and trying to blame municipal police.

MEXICO, (October 29, 2021).- The Attorney General’s Office (FGR) determined that there was no torture or rape to the detriment of the young José Eduardo Ravelo Echavarría, who was said to have been beaten and raped by municipal police officers from Mérida, Yucatán, and that hours after his arrest he died.

The agency indicated that the body was exhumed and a necropsy was performed, in which it was concluded that José Eduardo died of pneumonia not related to any trauma received during his detention.

“Ultimately, the investigation of the events confirmed that there was no torture, or rape, by the municipal police officers who arrested him,” he said.

What did exist, the FGR added, was the falsehood in ministerial rulings. For this reason, on October 18th, the power of attraction was exercised, on the behaviors that were allegedly committed by personnel of the General Prosecutor’s Office of the State of Yucatán, since they falsified expert opinions and pressured witnesses, with the purpose of exercising criminal action against the municipal police officers.

Currently, the investigation folder is in the process of being prosecuted, to bring a criminal action against three public servants of the State Prosecutor’s Office.

In addition, it continues with its investigation regarding possible medical negligence, by doctors responsible for the General Hospital of the State.

The FGR pointed out that the video recordings of all the events were analyzed, from the moment of José Eduardo’s arrest, until his arrival at the jail (11 minutes), and the videos of his stay in jail were reviewed (24 hours ).

“From the analysis of all the videos, there is no violation of human rights or the commission of any crime. Restraint maneuvers are only observed with respect to the person who resists arrest. (All the videos are available to the offended and will be available to the competent judge, if applicable) ”, the institution reported.


The agency explained that, through the mechanics of injuries, it was concluded that the injuries caused to José Eduardo corresponded to the restraint maneuvers of a person who resists arrest and that they take less than 15 days to heal, not endangering life. He assured that the statements of the witnesses are consistent in pointing out that the young man resisted the arrest.

“The numbers and colors of the patrol indicated by the young man in the statement in which he describes the attacks suffered do not correspond to the evidence, since such uniforms and characteristics do not exist. In this case, the search was extended to all corporations that operate in the metropolitan area of ​​Mérida, including the state and municipal police of Mérida and Kanasín, ” he added.

In addition, the victim’s health situation was determined through medical experts, which was omitted out of respect. Testimonials were collected from people who lived with him in the months prior to his death.

On August 18, 2021, the young man’s mother filed a complaint with the Attorney General’s Office, for which the investigation folder was initiated for the probable commission of the crime of torture.
