Carlos Couturier Gaya, owner of “Círculo Mexicano”, a luxury shopping complex where the president’s son, Andrés López Beltrán, sells his chocolates, received in 2021, from the federal government, a 15-year extension for a beach concession in Oaxaca.
This is concession No. DCZF-439/06, on San Agustinillo Beach, Community of San Agustinillo, Municipality of Santa María Tonameca, State of Oaxaca, for a restaurant-bar.
It will be remembered that President Andrés Manuel López Obrador has said throughout his six-year term that his government has not given concessions to operate businesses located on beaches, although the extension granted to Grupo Habita shows the opposite. It was the same case with the extensions of the concessions granted in the last six years to Grupo Vidanta, which exploits beaches in various states of the country.
Grupo Habita is owned by the architect Carlos Couturier and the brothers Jaime, Moisés and Rafael Micha. This company owns a luxury commercial complex (“exclusive gastronomy, fashion and design stores”, they are presented) in the Historic Center of Mexico City. It is called “Círculo Mexicano” and includes a hotel of the same name. It is located on República de Guatemala street number 20.
Within this complex, Couturier rents premises to the company “Chocolates Rocío”, owned by the president’s sons, Andrés, José Ramón and Gonzalo López Beltrán. It was the chocolate shop’s first physical store, which opened in September 2020. It will be remembered that “Rocío” products are also sold through the super-luxury hotels of Grupo Vidanta, owned by Daniel Chávez, another favored hotel businessman. by AMLO.
Couturier’s closeness to the “fourth transformation” does not stop there, since it was the then head of government Claudia Sheinbaum who cut the inaugural ribbon of the “Círculo Mexicano” complex in 2020.
This is one of twelve hotels that the group operates in the country. One of them also has two beach use concessions, the Hotel Baja Club, which is located on the Malecón of Baja California Sur, a state governed by Morena. The other concession is for the Spa associated with the hotel.
Grupo Habita received a couple of contracts from the Baja California Sur State Tourism Trust for employees of the institution to stay in Grupo Habita hotels.
The beach concession transferred to Carlos Couturier Gaya, for an additional 15 years
SEMARNAT authorized Carlos Couturier Gaya concession No. DCZF-439/06, on San Agustinillo Beach, Community of San Agustinillo, Municipality of Santa María Tonameca, State of Oaxaca, for a restaurant-bar.
This happened on March 11, 2021 (a few months after the deal was made with the president’s son) when the Ministry of Environment and Natural Resources, through the General Directorate of the Federal Maritime-Terrestrial Zone and Coastal Environments, issued the resolution with Control number 078/2021, in the terms of which C. SILVERIO ÁVALOS VÁZQUEZ was authorized to assign in favor of C. CARLOS COUTURIER CAVA, all the rights and obligations derived from the Concession Title No. DCZF-439/06 .
The surface of the concessioned land is 426.24 m2 of Federal Maritime-Terrestrial Zone, as well as the existing works therein, consisting of an area for diners built with a foundation with isolated footings with a concrete template, chain link, girder and four columns of 26 x 26 cm., roof made with a wooden structure and cardboard sheet, sand floor, four mushroom-type umbrellas, made with andirons, beams and wooden staves with a royal palm roof, located in Playa San Agustinillo.
The extension of the concession has a duration of 15 years, counting from November 30, 2021.
The Morenista government of Baja California gives a contract to Grupo Habita
Two years after the installation of the Andrés Manuel López Beltrán chocolate factory in the complex owned by Grupo Habita, the company received a contract for lodging services from the Baja California State Tourism Trust.
