México´s posture on Marijuana is changing with the times

MEXICO CITY (Agencies) – The opinion on the regulation of marijuana that is already circulating in Senate committees seeks to allow cannabis to be used for medical, scientific, recreational and industrial purposes, as well as to increase the grammage of personal consumption from five grams to a full ounce.

The regulation will allow citizens to store, commercialize, consume, harvest, cultivate, distribute, package, label, export and import, smoke, sponsor, carry, have or possess, prepare, produce, promote, advertise, sow, transform, transport, supply, and sell under any title.

The report, which circulated on Wednesday October 23rd, in the Health, Justice and Legislative Security Commission in Congress, is intended to be endorsed before October 31.

The modifications to the General Law of Health establish the integration of the Law for the Regulation of Cannabis, in which it is indicated that its use will be allowed for medical, scientific, recreational and industrial purposes only.

The increase in grammage was proposed by PRI coordinator Miguel Ángel Osorio Chong and his colleague Manuel Añorve, who proposed an initiative to reform article 479 of the General Health Law. “As for the grams allowed for immediate personal consumption of Cannabis sativa, indica or marijuana foreseen in the Orientation Table of Maximum Doses of Personal and Immediate Consumption, so that 28 grams are allowed and not the five grams currently established”, reads in the proposal of the PRI members.

In 2016, former president Enrique Peña Nieto sent an initiative to Congress on the regulation of marijuana, in which he proposed that personal consumption amount be of 28 grams, for medical and scientific purposes.

The parliamentary coordinator of Morena in the Senate, Ricardo Monreal, said that the regulation of the recreational use of marijuana has interested companies from several countries in America, such as the United States and Canada, and even from other continents such as Australia.

The senator assured that they already have a project of  opinion, nevertheless he recognized that still the consensus has not been reached.

Monreal Ávila said that his opinion proposes to support farmers and small producers in the correct cultivation of marijuana and clarified ” This does not mean opening the door to those who were recognized drug traffickers, they will not be a part of the legal market.
